* Copy the latest loaded in Forecast number and and populate the rest of the remaining forecast numbers per project with the last forecast figure, so 100 all the way down to Dec - 2018

Based on my test, you could use the "Fill Down" function in Query Editor:

That does work, It's my fault I should of given my full requirement, I need It to fill From current month to the end. This is filling up previous months up aswell which are empty, I want to fill those with historic data.

I could not figure out the historic data you have mentioned in your problem. Could you please post me your desired picture or share your pbix file if possibel?
