I use HTML content visuals to show some websites on my dashboard. There used very simple HTML code as shown below:
I think it is something about this computer. This is the original sample and even that does not work.
It does not work on my computer. I do not know what could be.
A working sample file is the one by HTML VizCreator Flex by BI Samurai . I tested their file, using
the NOAA URL, and it loaded without issue. Download their sample, see if it loads out of the box, and
then test using the URLs you are interested in using.

The OP's case is probably similar with mine. I had no problem embedding a trailer from IMDb but all of a sudden the iframe content's being blocked. Something must have changed from IMDb's, the service's or both's side.
However, the OP's URL when added to HTML VizCreator Flex by BI Samurai in their Sample File loaded without issue. So, it is not a change to the site.
Have not dug into why the visuals you use are not displaying, however, they do not. Switch to
HTML VizCreator Flex by BI Samurai custom visual, which does display iframes. Here is an example of adding your NOAA URL to the iframe in their Sample file:
