This past Sunday (October 30, 2022) I had published a visual from Power BI Desktop to the Power BI Web Service. After doing so, I went about my normal process of going to pin the new visual that I had just recently created to take the place of the prior one, however when attempting to pin my visual, nothing happened. So I had thought, let me try rolling back to the previous version of the report I had just published, and then repin the visual that I wanted to replace. However, when attempting to repin, nothing happened again. So I did some testing and here are the 3 edge cases that appear to be happening amongst the inconsistency of this pinning issue I am experiencing:
Scenario 1: If I click the pin icon for a visual, the pop-up window that prompts where to pin the designated visual does not appear
Scenario 2: If I click the pin icon for a visual, the pop-up window that prompts where to pin the designated visual does appear, however the visual preview window is blank and pressing pin to finalize posting the tile to a dashboard does nothing
Scenario 3: If I click the pin icon for a visual, the process works normally.
I have tried multiple solutions to try and remedy this issue but after my efforts being of no avail, I'm feeling that this is an issue on Microsoft's end more so than me doing something incorrect as a consumer. If this is not a Servicer issue and it is in fact something on my end that I am doing incorrectly, please enlighten me. Note, I am aware of certain visual types not being able to be pinned as tiles on a dashboard, however, I am simply trying to pin a line graph which was pinning just fine before the date of my incident.

I'm facing this same bug since november 16th 2022. The scenario 1 just for chart visuals, for the other ones it's working, makes no sense!!!
Issues still hasn't been fixed and it is almost a year later.

The support portal was updated with a message that engineers were aware of the issue and are deploying a fix as soon as possible.
'As a workaround, users can turn the Title to off and back on or vice versa.'

I tell you that I have been struggling with exactly the same problem, being very delicate the case for me since I was about to present the panel to the general deputy manager when we opened the panel we wanted to make some modifications and it was impossible, I have been a couple of days already trying to solve, even recreating the board that I thought was the one that gave problems and even creating a copy of the panel, seeing if it is a specific case but no, investigating I find this post and I understand that it is something from Microsoft, however just a few days ago it was 100% functional.
This is the same problem that you indicate:
I do not know if you have known of any pronouncement of Microsoft or some way to solve it that you know you support me indicate how.

I encountered the exact same issue this morning. Appears to be a recent bug but there is a workaround (answered in link below) which I've tested.
If you remove the title of your visual in your report and republish it, you will then be able to pin the visual to the dashboard.
