Pie chart is not filtering

Hello,

The pie chart is not acting as a filter, yet, the treemap and donut chart are able to.  I've tried the "Edit interactions" tab and there was no luck.  I've tried changing the data from text to numbers (Blanks = Null, Text = 1), this as well did not work.   

I've attached two screeshots below.  I am only using one table.
