There is a workaround for you, please try below steps:
1. below is my test table
Table:
2. create measure with below dax formula
Measure =
VAR tmp1 =
FILTER ( ALL ( 'Table' ), 'Table'[Year] = 2021 )
VAR tmp2 =
FILTER ( ALL ( 'Table' ), 'Table'[Year] = 2022 )
VAR _a =
SUMX ( tmp1, [Profit] )
VAR _b =
SUMX ( tmp2, [Profit] )
RETURN
DIVIDE ( - ( _b - _a ), _a )
Measure 2 = 1-[Measure]
3. add a Donut Chart visual with above measure, add a text box with some words

So far, Power BI doesn't have this type pie chart. But you could create this pie chart with below two ways:
1. Non code way: you could customize visual with charticulator

2. Need code: Create your data visualisations using the Power BI visuals SDK—an open-source, command-line tool based on NodeJS and available on GitHub.
