Permission issue: Unable to edit locally in power bi desktop app

Please note am an FTE at Microsoft.

When I downloaded power bi worksheet from online. It is showing the below error

"This file is restricted.

Your organisation has protected the file with a sensitivity label. To request access, contact your team's Power BI admin."

I am able to access other worksheets with same sensitivity label. The owner gave all the access to me, but still am unable to open locally. The power bi desktop is logged in with my org's account (i.e. Microsoft account), also am able to edit online as well. Can you share the steps on what I need to check for. My admin gave all the access though.
