Percentage Number Visual Issue

I am wanting to have a visual that represents each employee's audit percent to goal.  Regardless of using the Guage or Card visulization, when I have not selected a store number, the PCT. To Goal visual is showing a either 100% or when I change to show the value as no calculation it's then showing a grand total of all percentages. 

 

This images show's what the visual is correctly displaying an accurate percentage:

This visual is showing a 100% regardless of which store I select:

Agree with Ashish_Mathur, We really don't quite understand what you're trying to say about the problem you're having, and the data you've provided is incomplete and the desired outcome is not clear enough for us to know what the problem is.
