Panel Sidebar Navigator Missing

I recently had to wipe my 'puter and reload all my software. So, I don't know if this is related to an update or some ancient configuration I need to re-enable, but my Panel Sidebar Navigator is missing.

 

Where did it go? How do I get it back?

So it turns out this is a setting under Options - Reports Settings - Pane Manager - Always show the pane manager. Glad I found it because I was going crazy!
