A simple approach is, using native Copilot in Power BI. Users can ask questions and get summaries, visuals, and insights from the dataset using this Copilot.
Second approach is, creating the Fabric Data Agent connected to your Semantic model - which is also possible but requires additional setup and efforts.But in both cases, semantic model should be well defined - this is essential to get accurate answers. You should also use the “Prep data for AI” feature to improve the quality and reliability of responses.

Well yes, this is possible, but the right approach depends on what you mean by "chatbot inside the report"
You already have Power BI Q&A visual to ask natural language questions against the semantic model directly inside the report, without building a custom chatbot.
If your tenant has Copilot for Power BI enabled and the model is in a supported capacity, Copilot can also provide such an experiences over reports and semantic models. However, the quality depends heavily on how well the semantic model is prepared.
Another option is Fabric Data Agent,which is designed for conversational Q&A over Fabric data sources, including Power BI semantic models

If you want something that a generative AI does, there are some third party solutions available but they do almost always come with a cost. https://chatpowerbi.ai/ has some free tier options.
