Hello,
I am wondering if I can overlay two maps of the US on top of another another. First map is a heatmap of a volume based on (lat and long) or (zip) and the second map is a map is based on the latitude and longitude and it shows circles of different sizes based on how far the distance is from the latitude and longitude.
How can I do that in Power BI?

Nope, you can't view both two map visuals at same time. In my opinion, you can considered to us arcgis map with custom layout.
