I have a chart that displays 5 seperate measures. 2 of which are calculated "target" measures that I do not need to display on the tooltip. Eliminating them would free up space on the tooltip and make it eeasier to read the chart. Is this possible?

You could use a Tooltip page
Do you know of any visualizations that would look the most similar to the default tooltip view? I can't find anything that looks even remotely useful.

I would suggest you use a matrix visual in tooltip page and set it "Show on rows" and disable the total column of the matrix.
Of course, you could custom the format of it too.
