Are there any easy ways to apply one row level security role to multiple datasets? Or should I always have to create the role for every report in desktop and add the same list of users to the role in Power BI Service ?

If the data sources of your several reports are the same, you can try to attribute multiple reports to one data set. Specific operations can refer to:

Data sources often are not the same. For example the the list of users for financial data is the same, but there are many sources for the data that qualify as financial
@Raaassotto , I think RLS is file specific, so you have to be repeated for each file. Check if import a power bi dataset can help
