% Not calculating blank as zero

I am trying to show on a matrix the percentage of jobs complete vs the number of jobs complete but the count of does not diplay 0. The count is 

_Count of PVA PASS = CALCULATE(COUNTROWS('dba Job'),'dba Job'[PVA]="Pass")
 
If I add +0 it then displays all the blanks a 0 and ignors the filters and even then the % does not calculate the 0

Hi @BJGRUNDY ,

Please try to use IF() function to determine if the value is blank, when blank show zero.

Please try below dax formula:

_Count of PVA PASS Adjust =
IF ( ISBLANK ( [_Count of PVA PASS] ), 0, [_Count of PVA PASS] )
_KPI% Adjust =
IF ( ISBLANK ( [_Count of PVA PASS] ), 0, [_KPI%] )

Please try below dax formula:

_Count of PVA PASS Adjust =
IF ( ISBLANK ( [_Count of PVA PASS] ), 0, [_Count of PVA PASS] )
_KPI% Adjust =
IF ( ISBLANK ( [_Count of PVA PASS] ), 0, [_KPI%] )

This give me the same result that the ,0 option does and then ignores the filters.
