Hello,
A number of the dialogues (as seen in the pictures below), do not show all the content, and there is no way to resize and no scrollbars visible. This makes building a quick measure (for instance) impossible as one cannot see all the content.
Anticipating the question - PowerBi is the only app that has this issue.
Using Oct'21 release, on a brand new machine with Win 10.
Actions tried:
1. Changing font size
2. Change resolution
3. Custom scaling
4. Changed video drivers

Out of desperation, my IT team was upgrading graphic drivers, BIOS and what else on my new HP laptop.
I can't tell for sure what fixed it, but thankfully everything works now. All windows can resize, and all content is immediately visible in the dialogues. Seems it was not a PBI fault 🙂

I'm unable to reproduce the issue you are describing.
Please try the following to see if it works
1. Save and reopen (restart your computer if necessary)
2. Create a copy and open the copy
3. Open the file on another computer
If that will not cover your case, you could check the Issues forum here, if it is not there, then you could post it.
what's more, you could try to open a support ticket,which would be free if you have a Pro(PPU) account.
Scroll down and click "CREATE SUPPORT TICKET".

Thank you for the reply - but that does not solve the problem.
Note that this is not a file problem, as it happens on all pbix's.
I will follow your other ideas.
