Not all PBI Lat Long coordinates displaying

I have 141k of recordes all with corectly formated Lat Longs but when I go to display on the map only some show up. This validated through when I apply a slicer from a related table (that has no lat long) the filtered location then shows all the locations but is using the same data source for the Lat Longs, just now filtered thus it would look like the formatting is correct but could it be a volume issue that it will not display all of the data without the filter?.

Power BI uses Bing's unstructured URL template service to get the latitude and longitude coordinates based on a set of address values for any country. It seems there's something wrong with your latitude and longitude value which can't be recognized by map visual.

 

Latitude and Longitude fields must be in Decimal Number format, which you can set in the data model, please check it. You need to drag the field that contains your latitude data into the Visualizations > Latitude area. And do the same for your longitude data. When you do this, you also need to fill the Location field when creating your visualizations. Otherwise, the data is aggregated by default, so for example, the latitude and longitude would be paired at the state level, not the city level.

Thanks Jimmy for the reply. Yes the Lat Long is in a decimal format, and I have tried up to 8 decimal points. I have also tried the location as well but then creates and error. The odd thing is when I filter down to a specific location all the lat long locations then are displayed thus the data looks to be fine but the system is not able to display all the records at once. Re the aggregate, it does not look to following any aggregate pattern  at state of city level as it looks to filter randomly, but I know this would not be the case and just trying to understand what logic it is following.
