I used to frequently face similar issues as well + my model is also based on odbc.
One way around it was try renaming the pbix file > publish it as a new dataset. If that goes through, delete the newly published dataset, rename the old dataset with the new name of the pbix file and try republishing the pbix. I have seen that goes through for me usually.
The issue has been resolved by Microsoft. Apparently there was a bug that has been resolved.

I have also had the same issue for the last few days. Can publish some pbix files and not others. If I delete almost all tables from the problem files I can publish them.
I submitted a ticket a few days ago but haven't had a response despite it saying I would hear back in 1 business day.

Massive internet/website outages throughout as a MAJOR issue. So it's not specific just for PowerBI.

I would turn on Tracing in the Desktop, File | Options and settings | Options | Diagnostics, try to publish again and when you get the failure, use the smiley icon in the ribbon to "send a frown" and include the screen shot of the error and trace logs.
