I have this kind of data and i would like to create a new column or measure that compute : Price - average historical price for each item
Any idea on how to "DAX" this basic probleme ?

Try this as a calculated column in your table
HistoricalPrice = CALCULATE( AVERAGE(PriceTable[Price]); ALLEXCEPT(PriceTable;PriceTable[Product]) )
Result:
