Hi,
I need help with a conditional formatting measure, so that under each quarter in the individual rows, if the Act FTE value is greater than Fcst FTE value, highlight in red.

Based on your picture, you [Act FTE] value and [Fcst FTE] value is text type, the sum() function need the number type, you need to change the data type to whole number in power bi.
Or you can try to change the measure to the following.
Color_format =
IF ( MAX ( Table[Act FTE] ) > MAX ( Table[Fcse FTE] ), "red" )

You can create a measure.
Color_format =
IF ( SUM ( [Act FTE] ) > SUM ( [Fcse FTE] ), "red" )
Then click the conditional formatting of 'act fte' field.
Select background color, and put the measure to it.
