Need help with adding an additional step to an existing dax formula

I have a measure that requires an additional step that I need help with. The below measure provides me with accounts, with policys that are not equal to "Active" and "Expired".  I need to add to the measure those accounts that have "No Policies".  So the accounts would not have any policies attached.     

 

# of Non-Insureds =
CALCULATE(COUNT(Account[Full_Account_ID__c]),
FILTER(Policy,Policy[Policy_Type__c] <> "Active" || Policy[Policy_Type__c] <> "Expired")
)
