Need help with Setting Static KPI Target

Is it possible to have KPI used with static GOAL set under Target Goals. Say for example 50% of total requests received should be resolved through IVR which is Team Target set. Any lead will be helpful.

New Measure = 0.5 * calculate(sum(Table[value]),all(Table))

Then you can define a DAX measure and use that in the goal field.

Example 

Goal = .5*[Total Request]
