Hi,
I am trying to show metrics in the below fashion based on whether overall target was achieved, at risk or did not achieve with the colors - red, yellow and green respectively for each quarter.
Is there a visual/ chart that can help me replicate the above picture?

You can come very close with just the matrix and conditional formatting rules.
I have attached my sample file for you to look at.
You can use a matrix. Quarters for your columns. Metrics for your rows. And then apply condition formatting to your values using icons.
