I need help figuring out how to produce this type of stacked bar chart that is popular in K-12 education reporting. Many of the standardized tests give students a score of 1 through 4, where 1 is "Well below expectations", 2 is "Below expectations", 3 is "Meets expectations" and 4 is "Exceeds expectations". So in this scoring model achieving a 3 is the goal.
So how many school districts like to show this is with a goal line at 3 and a stacked bar chart with the 1 category and 2 category to the left of the goal line, and the 3 category and 4 category to the right of the goal line. The stacked bar could be either counts or percentage of students taking the test.

You can try to use a 100% stacked bar with a -1 to 1 x axis range
Make your below goal values -ve
I like that idea, just flipping the "below proficiency" levels to negative would work. I'll give it a go. Thank you!
