Need help - How to design report that line report description is at Central page

I am trying to create report with as following in Power BI.

Can you help me how to design it in Power BI. This is template that is required from my top management.

Actual	Budget	Last year	%Budget	% last year	Criteria	Actual	Budget	Last year	%Budget	% last year

					Room Sold
					%Occupancy
					Total revenue

Share some data and show the expected result.  Also, shouldn't Criteria be the left most column?
