[Need Help] Dual Y-axis in Scatter chart and extra description in Treemap

I need you guys help. 

• Is it possible to put dual Y-Axis in Scatter chart?
  I found articles that said it doesn’t support. But the article is submitted 2 years ago so that I’d like to know if there is update on this.

• Is it possible to input extra description in the box of Treemap?
  I have some comparison picture so that you compare with Tableau and Power BI. If you cannot see below picture, please refer the file as attached.
