My percentage measure is summing instead of aggregating

I've got a measure which calculates a ratio. Because I only have partial data from my dataset to calculate the ratio I have a KEEPFILTERS argument. However this seems to be causing measure to sum rather than aggregate, so it's not showing the correct value.
The measure is firstly summing new and renewal policies as a variable, then it divides this by my total quotes whilst forcing it to only care about two specific source systems:
ABC = 98.63%
DEF = 21.70%
So my measure is showing 210.25% instead of about 84%

Is there a way around this?

 

Quote to Bind Ratio = 

VAR VarPolicies = [Policies New]+[Policies Renewal]

RETURN
CALCULATE(DIVIDE(VarPolicies,[Quotes]),KEEPFILTERS('Source Systems'[Source System]="ABC" || 'Source Systems'[Source System]="DEF"))
