We have a business use case to combine the data of multiple verticals of our company into one dashboard/report. Each vertical should still have its own dashboards and apps, but we want to roll all of this into one master dashboard for senior marketing. I do not want to duplicate different data sources for a master and child app as well. what i wanted to do was have three distinct workspaces for the verticals and then have one workspace which combines all of them. Is it possible to create a new pbix file and reference three different workspaces using the Power BI service data source? Or does anyone have any suggestions on how to do this?

As ross said, current power bi not support shared datasets to multiple workspaces, perhaps you can post this request to ideas from.

Power BI files don't reference App Workspaces. You are going to need separate files, or publish the same file to multiple workspaces.
