I have multiple fact table in my model. How can I make relationship between them? I am so confused.

Every main business process have multiple sub processess. That is natural/normal.
You need to carefully decide such sub processes. Each process will have fact table and multiple dimension tables. At some point, multiple processes need to be merged to get another picture of the process, for this aggregate tables are being used.
Its a whole set of concept, known as dimensional modelling. If you are doing some ad-hoc reporting, then may be fine to take short route to make quick reports, but if you are seriously considering going into it and would like to answer all of the questions of your report users, then may refer the below resources:

I can see some of the fields common in all like Broker ID, Policy ID etc.
Can you consider creating a bridge table for that?
