how can be possible implement something like multilingual reports e.g. like buttons, with which you can change report language from Englisch to Deutsch or Spain (and vice versa)?

I have successfully impletement Multilingual by using tabular editor, but whenever im userculter in ssas tabular model then userculture works in local desk and even in visual studio as well but its not working in power bi services

AFAIK, current power bi does not include these types of features to achieve multilingual on the report.
Perhaps you can create a table with multiple columns of different types of languages, then you do unpivot columns on these language fields and use them to create visualizations to achieve dynamic multilingual reports.
