So I successfully used "Tooltip_finding = VALUES(Audit_FINDING[Finding])" to create a "values-only-do-not-summarize" measure to populate my tooltips in a stacked column chart. That worked great (other than I can't get rid of the default tooltips, which is annoying, but I'll live with it).
Then I tried it on another field in a different table and the visual failed. Both columns are exactly the same type: text, text, uncategorized, do not summarize. Any insight why this fails on a different field but works on the one?

@joglidden For the second visual ensure that you have columns dropped for Axis, Value and then Tooltips section. In my experience Measure using Values() has worked on visuals when I have Axis, Values and Tooltips section filled.
