Is it possible to have mixed licenses with Data Enginneers and Admin with Premium Per User to create, modify, troubleshoot semantic models and all other users to have Pro licenses to create reports?
Users with Pro Licenses will need to be able to access Semantic Models in the Premium Workspace to create reports.

I think your idea is valid.
With mixed licenses in a Power BI tenant, it is necessary to understand the relationship and differences in permissions between the different licenses and the permissions that users with different roles have to the content in the workspace. For example, access and usage permissions for semantic model, and users with pro license can't access content developed by Premium Per User, etc.

A Pro workspace cannot directly access the contents of a PPU workspace unless the user accessing the PPU workspace has a Premium Per User license themselves.
