Can we merge the cell data in power bi. I mean how we do in Excel. PFB existing data and required output

You can implement it using a matrix.
Drag the column to the Fields -- > turn off the option of Stepped layout -- > turn off the option of Row subtotals -- > expend all down one value in the hierarchy

In case anyone else is trying to find this option in a more modern version of PowerBI, it's under Visualizations -> Format -> Visual -> Layout and style presents -> Layout: Outline. Then ensure "Repeat row headers" is turned off.

I have tried your instructions (Off 'Stepped layout', Off 'Row Subtotal' and Click on 'At the lowest level of data') but the result shows only 1 row (instead of 4 rows as in the below images).
Please help to check.
