Merge Queries duplicate data

I have two tables Orders and Returned, I want to merge the two tables but once I merge the data will be duplicated. I have tried aggregating after merging but it will only display the returned orders, I need to have the full data set without getting duplicated. The tables are as follows;

Are you sure you're merging and not appending, this seems a trivial merge on the order id

@Anonymous , At a very high-level look of the data, I do not think there are matching no for me to test.
