There's your answer. Don't merge.  Use the data model.

How can I create a measure that the capex and opex 'baseline budget £' will only appear once in the table visual?

    What would be your criteria? MIN of BOP+Suffix ?

      If yes then add that filter to your measure.

      The criteria is the BOP + Suffix IDs are under one BOP ID which has a budget below.
      The 1,038,010 capex and 191,800 opex
