Measure based on grouping

Hi All,

 

I am currently working on creating a report where I need to Filter out data based on the Manager (RLS email)  logged in and then also tie that Manager to all his peers that report a level up.

looking at the above table,  we are creating this for level 2. When any Level 2 individual signs in, they should see their rankings against their peers reporting to level 3. 

For eg. User name K signed in, K should see his standings against L and M as they all report to P. How do I create a rank measure which when K signs in, show K's rank out of 3, and when N signs In shows rank out of 2.
