Measure Value only shows when I add an unwanted column to table visual. (ONHOLD)

I have a variable that refers to a measure...

Test Measure = 

VAR TEST = VALUE('Measures: Calculations'[4c) Last Date or Current Workforce])

Return

TEST

I then add the measure to a table visual and trying so that it SUM's for each region.  So as you can see, each region will have various buildings with associated values, but I want to not have the "Building Code" column and have a total value for each region.

I have been trying a combination of SUM, SUMX, etc. but cant figure it out.

your post is pretty confusing. Can you please upload an example file?

Otherwise first question, I don't see the measure [Test Measure] in your pictures. What am I supposed to see in the screenshot? And what are you expecting?

I believe i've found an anternative solution to the above, so putting question on hold,

Sorry, the "7a) Total Regional KPI" is the "Test" measure, but just with a different name.  I normally include an example file, but cant this time.  

The 1st screenshot is showing that the measure displays a numerical value for each building.  But I want to group the buildings together so I can just have regions and remove the "Building Code" column, similar to the 2nd screenshot and all the building code values are totaled together per region.
