Measure Returning Same Value In Matrix

I have a measure that I am trying to calculate as shown below, but for some reason under my L2 row I get the total for the other line, but regardless it does not sum the two values at the bottom. Wondering if anyone has any thoughts on how this might be worked around to only show the values where this should be applicable or show zero or blank instead for the row that should have nothing in it?

Act Amount - MTD Personnel = (calculate(sum('PBI GL DETAIL TO TIE OUT TO'[Amount In Local Curr]),'PBI GL DETAIL TO TIE OUT TO'[L2]="3. Personnel Expenses",'PBI GL DETAIL TO TIE OUT TO'[Fact]="ACTUAL"))
