I have measure A based on column x, and measure B based on column B.
I want to get the %age of each item in visual for measure B with the total of Measure A.

Try this:
DIVIDE ( [Measure B], CALCULATE ( [Measure A], ALLSELECTED () ) )
This will divide the row value of Measure B for the column/columns added to the visual by the total row value of Measure A.
This removes MTD filter from the measure, May be this is because the date selection also in the same column

CALCULATE([Measure A], ALLSELECTED(TableName))
)
