Matrix with multiple rows (with screenshot)

I'm trying to make a multi row matrix...but I keep getting these blank rows.

See screenshot below for detail.  How do I remove the blank (in red) rows.

You may take advantage of Show Categories With No Data or Visual level filters.

My expectation this will be in your data somewhere.  When PowerBI is considering the logic of your matrix, either you have a set of rows where the department is blank or empty, or you have a set of data that can't match between tables to get a result for the department name.
