Matrix visual need to adjust the Percent Utilized column

I created a matrix visual that shows the Program names (HCVP Inventory Group), the number of units leased up in each of these programs, the number of new vouchers issued to persons looking to leases up in these programs (New Vouchers Issued), the number of vouchers remaining to give out to persons use to lease up (Potential Vouchers), the Utilization Percentage. The table below have Programs that are awarded a certain number of vouchers (Award count). The 2 Programs( highlighed in yellow), I want to show the number of leased units, the Potential vouchers and Percentage should be BLANK on my Matrix visual (see screenshot of Matrix visual below). The Potential Vouchers column Dax is

PotentialVouchers = VAR PotentialVouchers = 'Award Voucher Counts'[SumAwardCnt]-(HCVP_Resident_Demographic[Leased+Issued])
RETURN IF(PotentialVouchers < 0, BLANK(), PotentialVouchers)

The Percentage Dax is 

PerCentage = DIVIDE(HCVP_Resident_Demographic[Count], 'Award Voucher Counts'[SumAwardCnt]+0)

Also, need to have the 14576% removed.  I will appreciate the assistance as i have to present this report next week.  Thank you LH09
