Assuming you want to use a measure in a Matrix visual and the JiraID within the Rows section:
Create a new measure
All Feedback =
ConcatenateX(
'You table name' --table name
,[rework_feedback] --the data you want to show
,", " --Seperator in list
, [Comment date] --Column to sort by
,Desc --sort direction
)

If i understand what you are trying to achieve, you need to get all comments in your matrix for your id
In your table or matrix, you have to select don't summarize to have the list of all comments and not only the first or the last
If it is not what you are trying to achieve, do not hesistate to share another sample dataset
