I want to get the following formatting in my matrix analogous to my table.
as an example my table
here my matrix without the conditional formatting
this is what it should look like
Is such a thing possible with a matrix and if so how can it be?

You may create a measure using UNICHAR shown as below:
Measure = SWITCH(SELECTEDVALUE('Table'[value]),
1,UNICHAR(128309),
UNICHAR(128308))
Or you could create a KPI column first to get a circle icon:
KPI column = UNICHAR(11044)
Then refer to the video to finish the format settings:
And you will see:
