Matrix Visual - Conditional Format "Rows"

I have a Matrix visual where i have used "Conditional Formatting" to highlight any cells yellow that are empty, but also need "Matrix Rows" to be yellow if empty, but unlike "Matrix Values", you dont have the option for "Conditonal Formatting" on "Matrix Rows".  Does anyone know how I can get these cells yellow?

You can only apply conditional formatting to the values, not the rows.

Yer, it's a pain the conditional formatting isnt consistant across the matrix.
