Please help me how to design my matrix as mentioned below screenshot.

You can't merge some cells and unmerge rest of the cells in Power BI matrix or table visualization. Hence, you won't be able to achieve the mentioned layout in one single visualization.
Work-around:
Use 2 different matrix/table visualizations and arrange/format them in such a way that it seems to be one single visual to the user.

Can you please share or some dummy data that keep the raw data structure? It should help us clarify your scenario and test to design visuals.
How to Get Your Question Answered Quickly
BTW, matrix visual is different from the pivot table, and you can't fully achieve these layouts. (If you use correspond column to design visual, the third row which cross two cells will be split as two fields)
