In the following article, there is reference to the ability to configure Column Formatting on a Matrix visual. This functionality is not present in my latest version of Power BI. Was it removed?

The conditional formatting is also available in the latest Power BI desktop version 2.57.5068.721 64-bit (April 2018) for matrix visual.
You can click on drop down triangle next to the column or measure placed in Values bucket, there is a conditional formatting option.
In your scenario, make sure the Values bucket has at least one column or measure, as conditional formatting not available for Rows and Groups of matrix now.

OK, thanks. So the UI has changed as the Column formatting option is no longer available, and the documentation should be updated really, even if the functionality has been migrated to the general conditional formatting.

I tested again, the column formatting mentioned in the blog is renamed as Field Formatting. See:
Field Formatting is a different feature from conditional formatting. Field Formatting is used for each column placed in Values bucket of the matrix, eg: if we place SalesTerritoryKey in Values bucket, set Background color as Yellow, the whole column display in Yellow color .
Conditional formatting is for each rows of the column placed in Values bucket of the matrix.
