Masking Data in a Dashboard

Hi all, does anyone have any good reference materials that explain how you can mask data based on certain data components?  I need to create a public dashboard for ethnicity but need to hide fields if they meet certain criteria.  Example, if a single person in a county is a certain race is identified through filtering, I need to do some manipulation of the data.  This all surrounds FERPA.  Thanks!
