Can you have more than 1 layer of data on Power BI Bing Maps? For example, 1 layer is based on 1 data source, and the other layer on another. Each layer can be turned on/off, and both layers can be displayed simulatanesouly. This functionality is available in ESRI products, and I suspect using ESRI map in Power BI, but, our company only uses Power BI on premise report server, and the ESRI maps are only available in Power BI service.
What I want to accomplish is viewing a planned route vs actual route (what planned vs what was serviced), on a map. Each route should have a different set of colors and markers. I have seen this type of functionality in Tableau and in ESRI products.

If you have a field that categorizes planned vs actual, you should be able to use that on the Legend. The Map only displays points though. Try looking into the Route Map custom visual, which would display lines for the planned and actual routes.

First, ArcGIS map could be used in power bi desktop and service.

But I'm afraid it couldn't achieve that have more than 1 layer of data from the different data source on Power BI Bing Maps in Power BI for now.
And If you could try to append different data source into one query? Just add a tag column for each data source to distinguish them: planned route vs actual route (what planned vs what was serviced)
Second, If you could try Route Map visual as a reference.

Thanks for the response. The Route Map link doesn't work. As for the data sources, I already have both of them together, some rows have the planned, while others have the actual/serviced. I was hoping to do different markers/colors for each and be able to turn each on/off individually (Tableau does this as well as ESRI apps). Power BI mapping is lagging behind in capabilities compared to the competition. Also, the fact that the Service version always has more features than the on premise version is concerning, seems Microsoft just wants to force us to the cloud.
