Can you have more than 1 layer of data on Power BI Bing Maps? For example, 1 layer is based on 1 data source, and the other layer on another. Each layer can be turned on/off, and both layers can be displayed simultaneosuly. This functionality is available in ESRI products, and I suspect using ESRI map in Power BI, but, our company only uses Power BI on premise report server, and the ESRI maps are only available in Power BI service.
What I want to accomplish is viewing a planned route vs actual route (what planned vs what was serviced), on a map. Each route should have a different set of colors and markers. I have seen this type of functionality in Tableau and in ESRI products.

If you have a field that categorizes planned vs actual, you should be able to use that on the Legend. The Map only displays points though. Try looking into the Route Map custom visual, which would display lines for the planned and actual routes.
