I have this relationship between two tables. I have a question
If the top table does not have a record in the bottom table, what will happen?
I do not want any data removed or missing. Will it just populate a blank row for table 2 if nothing matches the value?

Best practices recommend avoiding many-to-many relationships. Create a dimension table for the common field and create a one-to-many relationship between this dimension table and both tables.
