I'm afraid visual in power bi will automatically ignore the rows or columns which have no values, so I would suggest you to fill these blanks with sime symbol like '-', click query editor-> Merge queries to merge the two tables based on Name column.
Then click Month-Year and Qty columns-> Click Replace values like below:
Finally, after apply&close, create a matrix and drag the three columns to Rows, Columns and Values field.

Create a matrix visual and drag Name column from table1 to rows field, Month-Year column from table2 to column field, then drag Qty column from table2 to Values field.

Thanks for your reply Jimmy. I did that one but just like you, I am missing data for name 'D'. I want all the values for column 1 to be there even if it has no data in table 2. Hope, this make sense.
