Lines.FromBinary(Web.Contents("https://somerurl")) Cannot Be Refreshed in Online UI?

Hi guys,

my query is starting with Lines.FromBinary(Web.Contents("https://somerurl")) ...

Is Line.FromBinary() not supported when trying to refresh the dataset in the online UI? 

I keep getting messages about setting up the gateways and all that crap. The fact is that the URL is public...

It works fine on desktop but when I publish, the refresh is failing.

Can you show me the Power Query?

When I connect to the Web page https://www.carcomplaints.com/news/2017/, the default Power Query code is:

    Source = Web.Page(Web.Contents("https://www.carcomplaints.com/news/2017/")),
    Data0 = Source{0}[Data]
in
    Data0

If using Web.Page function, we do need a gateway. However, if I change the Web.Page function to Lines.FromBinary, error prompts.

The UI tells me that "datasource requires gateway to refresh....".
